CivilBid helps contractors find public work published by government agencies. These terms explain what we do, what we don't, and what we ask of you.

CivilBid is a service of Hiltos LLC, a Michigan limited liability company. These terms are an agreement between you and Hiltos LLC ("CivilBid", "we", "us"). By using the service you accept them.

CivilBid is a discovery tool, not the official source. We point you to opportunities published by agencies. Deadlines, requirements and documents on the agency's own portal always take precedence over anything shown here. Confirm every detail there before you rely on it or submit a bid.

1. What CivilBid does

CivilBid collects publicly available solicitations from government agency websites and open-data feeds, organises them on a map, and helps you judge whether a given opportunity fits your business. Hiltos LLC is a private company. We are not affiliated with, endorsed by, or acting on behalf of any government agency.

CivilBid does not accept, transmit or submit bids. You submit through the agency's own process.

2. Accuracy, completeness and timing

Our listings are gathered automatically from third-party sources. That means:

Our coverage is not complete. Many agencies are not yet included, and some publish only through portals we cannot read.
Information may be out of date. Sources change without notice and we refresh on a schedule, not instantly.
Details may be wrong or missing, including deadlines, values and requirements.
Map pins usually show a city or agency location, not a job site address, because agencies rarely publish one.

We make no warranty that any listing is accurate, current or complete. Missing a deadline or relying on an incorrect detail is a real risk, and it is why we link every opportunity to its official posting.

3. Bid Briefs and other automated summaries

Bid Briefs are generated by an AI language model from solicitation text. They are a reading aid, not legal or professional advice, and they can be incomplete or mistaken. Never treat a Bid Brief as a substitute for reading the official solicitation.

4. Match scores

Match scores are our own estimate of fit, calculated from what you tell us about your business. A high score is not a prediction that you will win, and a low score does not mean you are ineligible. The agency decides eligibility, not us.

5. Your account

You are responsible for what happens under your account and for keeping your credentials secure.
Provide accurate business information. Match scores are only as good as what you enter.
You must be able to form a binding contract, and use CivilBid for a real business purpose.
Tell us promptly if you believe your account has been accessed without permission.

6. Acceptable use

Please don't:

Scrape, bulk-copy or resell our compiled listings, or use automated means to extract them at scale.
Attempt to break, overload, or gain unauthorised access to the service or other users' data.
Misrepresent your business, or use CivilBid to deceive an agency or another contractor.
Upload documents you don't have the right to share.

The underlying solicitations are public records and we claim no ownership of them. Our compilation, software, design and written material are ours.

7. Availability and changes

CivilBid is offered as-is and may change, break or be unavailable. We may add, remove or modify features, and may suspend or close accounts that breach these terms. If we make a material change to these terms we will update the date above and, where it matters, tell you directly. This general right to change features does not override the undertaking about existing accounts in section 8.

8. Fees and your account

CivilBid is free to use. There is no paid plan today and we do not take payment details. See our pricing page for what that covers. The product is early and what is included may differ for accounts opened in future, so nothing here guarantees a particular feature will remain free for everyone indefinitely.

The following is an undertaking rather than a statement of intent:

If we begin charging for something you already have access to, the change applies to accounts created after it takes effect. Your account keeps the access it had.
We will not require payment details to continue using an account created before paid plans launch.
We take no share of any contract you win, and no one can pay to rank higher in your matches.

We will tell account holders by email before any change to this section takes effect.

9. Liability

To the fullest extent permitted by law, Hiltos LLC is not liable for indirect, incidental or consequential losses, including lost bids, lost profits, missed deadlines, or costs incurred preparing a bid. Our total liability for any claim relating to the service is limited to the amount you paid us in the twelve months before the claim, or one hundred US dollars if you paid nothing.

Nothing here excludes liability that cannot lawfully be excluded.

10. Governing law

These terms are governed by the laws of the State of Michigan, without regard to its conflict-of-law rules. Disputes will be heard in the state or federal courts located in Michigan.
